Where reduction worked

US Navy

Terminated 11 legacy systems and saved over USD 100 million

The Department of the Navy retired at least 11 obsolete financial systems and saved over $100 million, while GAO found the consolidation plans kept slipping.

Removed: at least 11 legacy financial management systems, terminated as the Navy set out to modernize, consolidate and retire the rest.

Outcome: more than $100 million saved, against an admission in December 2020 that it had “wasted billions of dollars sustaining redundant and obsolete IT systems”.

Retirement programs skip that measurement easily. After conceding in December 2020 that it had “wasted billions of dollars sustaining redundant and obsolete IT systems”, the US Department of the Navy set out to modernize, consolidate and retire them, and reports terminating at least 11 legacy systems and saving more than $100 million.

GAO’s April 2026 review found the counting lagged the cutting: at least 111 changes to the consolidation plans, including at least 49 schedule delays, with slippage that “may limit the Navy’s ability to fully support DOD’s auditability goals”.

Eleven systems deleted is an outcome you can point at. “Document what you removed and why” is the other half of it, and it covers what you have not managed to remove yet.
